Read the NCRA's press release posted above by Mike. The Dec. 31, 2011 date is the deadline to have all the track improvements THROUGH NOVATO in place. They cannot run more than 3 round trips a day (only referring to freights I presume) until these specific improvements are met. They include so-called "quiet zones" and welded rail. The date has no relevance beyond that.
