In effect there is no judicial oversight over these projects; the California courts are so politicized they will never get in the way of a Party scheme. So if you vote for something like Prop 1a or any taxes it is carte blanche. If you are lucky you might get something approaching what was promised in the enabling legislation.
I don't have a clue whether throwing money away like this has a distorting effect on the economy or the currency. Theoretically you should think it would but then that is why they call it the dismal science. My take on the future is we will indeed find out what truly massive, indiscriminate spending produces.
