LA Times-CAHSRA Consultant Conflicts Story
After Governor Brown appointed Kathy to the CAHSRA Board, without apparently doing any background check (or maybe her happening to mention it to anyone???) about her relationship with a CAHSRA contractor, nothing really surprises me about this latest "conflict" from the dysfunctional mismanaged CAHSRA fiasco. The CAHSRA fiasco has chosen to use what has truly been shown to be a highly effective and ethical "business model", using consultants to manage other consultants and contractors, without any real public oversight.
Consultants are not necessarily subject to the same conflict of interest laws, which would govern public employee's in administering billions in public contracts. This may even be completely innocent, and probably even "legal", though it is completely unethical, and thus, all too common these days. And, what could possibly go wrong with that...?
