No, J Mann, I don't think they foot the bill on almost anything...
But taxes should prohibit them from raising fares... If they raise the faire and push rail fares up, passengers might opt for rails, if it affects low haul short trip airlines like Ryanair, SNCF will get their money. Even if private open access operators will take passengers from airlines, still SNCF will get paid.
