The record shows that Palmdale and the Ranch are calling the shots on the southern mountain crossing route. It has been suggested that the Ranch has leverage at Calpers and makes them untouchable.

Three words sum up the raison d'etre of CAHSR: real estate development. AKA multitudinous tracts and maybe a perfunctory TOD Tower here and there.
