yes, and China built a new electric plant for Pakistan also fossil fueled. Neither stupidity, nor corruption is constrained by political borders. There are Indian solar PV vendors at US solar trade shows, so they could just ramp up production and domestic installation. Paying to import coal from Australia is very dumb,but thatrarely stops political decision making.
