I recall any Federal " Charter " for railroads to operate passenger trains went away ( or was lessened ) some years ago.
The Portland section of The Empire Builder ( The " Baby Builder " ) is running a 2nd sleeper for the summer. Amtrak could likely sell more sleeping car space year - around, IF they had the money to fix all the OOS cars in Beech Grove.
