The Book

Tragic train, "the City of San Francisco"
by Donald P. DeNevi 1977

is a very good account of this accident, very well worth the read.
In the book they comment that the investigation team was sure they knew who performed the sabotage but they could not get sufficient evidence. At the time of the book publishing the accident was still an open investigation.
