I believe this was an attempt to pass an initiative strictly to outlaw all future expansions of "evil" "gubmint" run rail transit in Phoenix. This was not an extension of the existing authorization, or a renewal of funding like "evil" SMART is going through.
This was, if my understanding is correct, a campaign strictly to "stop" anything new and prevent any more future "evil" train lines from being constructed by the "evil" "gubmint" of Maricopa County and/or greater Phoenix, by a local voter initiative petition, which the Koch's have purportedly bankrolled with significant contributions.
I believe that there may have been several election measures to authorize construction of phases of the project that were easily passed over the years, this isn't about that.
