A 3 Gallon Water Heater ??? That's either too little for some Foamers -- or WAY MORE than they would use !!!
My thoughts on a good railfan - mobile would include an old 24 passenger school bus, ( GMC preferred ), with bunk beds in back, and a roof platform for photos. Or maybe a Hot Cooker Roach Coach, complete with SD Cards & Vanishing Vistas postcards. Oh -- and LOT-SA FRIED FOOD !!!
