How dare someone not appreciate the bureaucrats making these arbitrary overkill decisions. Don't you realize that if these engines were allowed back on the street, they might end up in the hands of commuter rail operators in Chicago, Texas, or Florida. 100,000 children could die of lung cancer if that were to happen. Stop the madness!

I remember in the 60's when mommydaddy had trouble breathing in the LA smog. (I'm sure nothing has changed since then, totally comparable to today.) If you allow these engines to be used on the other side of the country you are sentencing SoCal mommydads to death!
