Cutting the engine block is a requirement of a lot of funding that flows through ARB and the air districts when they give out money to replace older engines. Not just locomotives, trucks too.

ACE is thinking about converting their old F40PHs into cabbage cars, using them for bike storage instead of luggage. Their new replacement Chargers are going to be delivered in the next few months for acceptance and PTC testing. You might see a Charger on the Oakland Sub pulling twenty bi-levels and a locomotive as deadweight for stress testing on a Sunday in the next few months.
