Has the track been completed since May? 4th and 7th St. crossings were built along with the Metrolink construction, but how about the work in between? Sounds from your post like it's done, but the street views posted just show the crossings.
As for the connection to Metrolink, that has been discussed here many times. Bottom line seems to be that it costs a lot of money and takes a lot of formal coordination and agreements to do a PTC-compliant switch. Not something that's easy to do with volunteers; you have to hire a real contractor to make sure it meets all the standards, and that assumes that the railroad is willing to negotiate seriously. Ask NWP's customers...
