Palmdale zig-zag on HSR route

Can anybody explain what the detour to Palmdale on the proposed route of the High Speed Rail is all about? It seems counterproductive on the face of it if you want to cut point to point times. Why not a straight shot thru the Grapevine? Is this route tentative or set in concrete?
