For a hand held "scanner" I vote for the Motorola MT1000 99 channel "Handie Talkie" portable radio which has been out of production for some time. While the scan list is limited, it is readily field programmable and sensitivity and selectivity exceeds anything Motorola has produced since (HT 1250 in particular) and equals the Spectra mobile in performance (with an external antenna attached to the accessory jack) There are still some out there but are getting harder to find in VHF. (Lots of ex-police UHF units available but not of much use to railfans unless you want to listen to dispatcher links or certain shortlines or car departments)
