Who Uses The Term "Sleepers" And What Does it Mane?

I saw this term being used in context of the following messaging:

" I can hear the horn from my place which is about 4 miles from the depot. But do they have the pulling power to carry heavy loads of concrete sleepers and rails?

It is a gentle but constant uphill run from Schellville to Windsor."

Can anyone make sense of what this genius is saying?
