Indeed SP did offer to buy and give vans to every rider. Happily the plan failed. Although I believe the asset stripping by what became Catellus left SP as a technically bankrupt hulk in the aftermath of the failed SPSF merger, ultimately the public won out as the JPB bought the ROW. Even with the most recent minor dip in ridership, Caltrain is a shining example of improve it and they will ride. The Atherton and other NIMBY villages notwithstanding with luck we will finally achieve a serious 4 track main with rapid transit headways. Perhaps Harriman is smiling.
