Great find... It is an interesting arrangement...

The other track is maybe a 42 inch gauge local Japanese trackage on a branch of some kind, I would guess?

What is this operation? Where in Japan? And, of most interest why?

Some kind of temporary construction related activity, given the spacing of ties on the "narrower" gauge track...?
