No good information about why, though at the time it should normally depart the fire was trucking quickly across the north part of the Valley and evac areas had reached the Ventura County line on 118, so a good guess might be fear of the fire. Metrolink and Surfliner seem to be getting through fine, and once 14 left it made it to Ventura without losing much more time according to [asm.transitdocs.com]. Lateness does seem to be increasing though: 5h1m at SLO.
