There is no way to get from the Bay Area to LA on land within the boundaries of California without crossing a major fault at least once. Sometimes several times. "Major Fault" being defined as the San Andreas and/or the Garlock. Some locations for crossing are better than others for engineering purposes. It's not a project-killer; the location of crossing is more a question of cost and convenience. It's all in the EIRs for public viewing.
