It's because the railway was first opened in England, where "driving" is reversed from the US. The same with ships. The Captain sits on the right in vessels: so railways adopted a right hand operational approach.
Aircraft were invented in North American, which operates on a left handed manner. In an aircraft, the Captain sits in the left seat.
It's an historical artifact.
