First, sorry to hear about this 69 year old’s near death experience and I’m glad he is ok.

I’m a little concerned about the operating procedures of the tourist RR. No back up flagman? Did not stop and flag the crossing?

This incident makes the RR look bad. They should not be in any hurry and should take extra precautions wherever needed.

Next question: will the insurance premiums for the RR go up?
