There were three "panic boxes" used out of Oakland due to insufficient California food service cars. The first arrived in 2002 (and they said it would only be there a few months); I believe all are still owned by Amtrak and in Amtrak colors. The Superliner coaches that came later and are painted in California colors were the result of a separate arrangement. (I pulled the pin not long after the Dr., so my info might not be all that current.)
