Regarding Progressive taking over the San Poil, it's a matter of economics. They get a cut of the rate for moving each car from the KFR over the STPP to the BNSF. This is basically free money, as their nightly interchange train runs anyway with all of the local STPP generated business. Adding a few more KFR cars is almost cost less. The financial incentive just isn't there to take over the San Poil line with its associated maintenance and operational challenges.

The KFR on average brings twenty plus cars three times per week to Kettle Falls to interchange with the STPP.
