Gomer Pyle. if you are questioning where he is getting his information about "brown outs" it isn't just crazy Fox news. A local station here in Portland, not connected to Fox, has been running a series on "power" because of the fight in Salem right now. The big boss at Bonneville was interviewed and basically stated that it isn't a matter of if there will be brown outs, but when they will start.
