I don't think you can say "Tacoma Rail currently can’t serve the customers because the city has leased it to Mt. Rainier Railroad". Tacoma Rail and Mt. Rainier Scenic seemed to coexist just fine during the time TR was running to Morton. The bigger issue is that washout, that nobody had or has the money to repair it, and the mills in Morton seem to be doing just fine without rail service.
