The economics of things like ethanol and bio diesel were pretty dubious already without some serious redistribution of income and wealth transfers to provide the subsidies through tax credits, and the state mandated forced use, which forcibly transfers money from the consumers who are forced by the "state", to buy "ag fuels" at the pump regardless of price....

As an economist, it's one of my favorite examples of a true state mandated "socialist" "monopoly" imposed by "state intervention" on the free market for energy. It is a perfect example of "real" "socialism" (all to "red" states...?) done to redistribute consumer income and wealth "from the many to the few", all for an actual net "negative" economic and environmental loss to society and consumers.

Upgrading the line to maintain operational efficiency began before the zombie apocalypse and the collapse on fossil fuel prices worldwide and would be needed for the reasons identified above. This will not improve the short term economics of bio-fuels one bit. But, there will be plenty of additional capacity to store all of those empty fracking oil cars that won't be needed again until we return to anything resembling a "normal" energy "market".
