It basically says that some consultant contracts that are expiring will not be renewed, and that contract management will be moved in-house with up to 70 new state employees (replacing almost 90 consultant FTE). Frankly, I'm surprised that it's gone this long before in-house contract management, or at least "contracting" with other state agencies to use state employees, has come to pass. Having worked for Caltrans, which does use a lot of consultants and of course contracts out all construction work, it was (almost) always required that state employees manage contracts to minimize conflict of interest.
