Affluent 'hoods have the means and the connections to keep freeways out of their bailiwick. Witness the Marina in the City and the Embarcadero Freeway.

The poor areas will always get the big projects with heavy industrial and blight overtones and potential. That's why the Crazy Train will go thru Palmdale and Tehachapi rather than the Tejon Mountain Village and Lebec.

I suggest the journalist should devote his investigative energies to just why California loves the really expensive and the really stupid over the obvious and practical and functional. How did we get garbage BART?
