Here in the East without that altitude constraint, we tested GP38s and GP40s head to head before deciding which to buy. The line features an extensive 2% ruling grade. All the GP40s got us was 2 MPH faster on the grade at a significantly higher fuel burn. At lower altitudes, the GP38 is the way to go. Better tractive effort (not trying to stick 3000 HP to the rail on mountain territory) at a lower fuel burn. High horsepower turbo units are better off hauling fast freight on relatively flat mainlines. I shook my head when the Vermont Railway bought those two ex TexMex GP60s. You see how long those (didn't) last on that railroad. Wrong units for the job.
