At the site provided 4C seems to included in the preferred routes, but so was 4A. Unfortunately I linked to a drawing that yammered about 4A & 4B, with early drawings using median route. I found no median use in later drawings and most use north side of I-15 ROW.
Alignment 4C includes the tunnel on the Nevada side. Still some shorter 4.5% grades.
Thers is still another part of the route using 4.4 and 4.5% grades in portion 3 (Holleran grade?).
