Because politicians are bought and owned by Big Rail lobbyists, while Greyhound and other privately held, taxpaying bus corporations don't have the deep pockets and slowly wither. And when the bus stops running, the railfans basically say "too bad so sad guess you'll have to drive" but when the train stops running, it's the end of the world.

There's no reason Montana couldn't create "MontBus" or America could create "AmBus". Except for politics. Amtrak doesn't run to many destinations comparatively - in fact even when I lived in Montana's Flathead Valley, Amtrak was irrelevant to everyone I spoke to, and when I took Amtrak myself everyone was surprised.
