The steam tender is one of two or three that WP converted to water cars for use on Trains 1 & 2 when they were dieselized, as a single F3A couldn't carry enough boiler water to last between terminals. Since the trains were usually only two cars, it wasn't worth adding a B-unit just for the steam generator (although that's exactly what Santa Fe did in certain circumstances). Once Budd RDCs were assigned to #1-2, they were no longer needed.
