You are correct in that the bottom die is stationary and the stroke of the press is pre-set to end up with the proper curvature.

Since multiple pieces are riveted together the holes need to be in precision alignment but the fit-up of the various pieces will be brought into contact once the rivets are driven. Often times bolts will be placed in a few selected locations and once the surrounding rivets are tensioned the bolts are cut off and replaced by permanent rivets.
