I'm about 99% sure photo location is Ogden, current repeat view would be about as follows:

That big brick building just visible to the right of the boxcar is the only remaining structure from that time frame. And if you stroll down the street, there is a big plate glass window in the third story where the walkway across the street now is.
And the clinchers....see the double page photo spread on Pages 330-331 of John Signor's SP Salt Lake Division book, and then the map of Ogden Terminal on the next two pages. The photo is taken from the other direction, in the upper right corner of the photo spread the walkway across Wall Street between the one surviving brick building is clearly visible, as is the then existing West 24th Street bridge a block to the south. The modern replacement is visible in the above link. The map on the next two pages show tracks running down the middle of Wall Street for about a block between 21st and 22nd Streets before curving to the right into the Ogden Union Depot area.
All things considered, I'm about 100% certain this is Ogden.
