I was just looking at restoration photos of Soo Line 2719, which took place 20 years ago at the TVRM shops. They blasted the wheels to bare metal to examine them for any cracks. Cracks were welded, and one entire driving wheel was cast new. They did a thorough job, the way it should be done.
