I find this an interesting thread with the advent of PSR. Someone posted recently that the STB only regulates rates. No mention of railroads common carrier obligation to ship anything. It's been reported the railroads are turning away business they don't deem profitable.Remember boxcars? Contrary to that I also read the railroads were required to haul dangerous chemicals that they just as soon would not haul. Can someone in the know shed light on the railroads and the regulators current situation regarding common carrier obligations? .
