I believe a combination of features determines "Super Power" steam locomotives; Larger firebox with trailing truck to support it, said trailing truck incorporating a booster engine, superheaters, and likely feedwater heaters.
All these combined to provide a steam engine with economy of operation and flexibility in various operating conditions.
