Actually the funding won't benefit all transit systems.
The new bill caps the amount of transit relief funding that each Urbanized Area can get at 75% of FY2018 operating costs. This includes the previous money from the CARES Act.
So the large UZAs with big deficits (SF-Oakland, LA, San Jose, even a little for Santa Rosa [SMART, GGT, etc], Sacramento, and the Monterey area UZAs) will get more funding. The rural operators outside of the large UZAs get some more 5311 CARES funds.
But the mid size operators in the large UZAs that already hit that 75% cap of FY2018 operating costs per UZA (through the CARES Act funding they got previously) are hosed.
MTC is going to be splitting up the funding from their UZAs in January. Should be quite the feeding frenzy...
