That's EXACTLY what I'd do. I'd increase traffic flow on Interstate 5 by closing down a couple of those left hand on and off ramps (which even the DOT agrees are a very poor design) creating at least 3 and preferably 4 through lanes going through downtown.
I'd also clean up the Mercer Mess, which thank goodness they're finally talking about...
Then I'd tear down the viaduct and let the traffic use I-5, with Alaskan Way handling the traffic that's actually going to the waterfront instead of just using it as a shortcut to someplace else...
But no, let's build an underwater tunnel, in an earthquake zone, on land that is extremely unstable. Yeah, that's a great plan. It won't have any problems... Bet they come in under budget and finish the project early too!
