Another photo identifies the bridge over the river as the Bloedel Donovan Bridge. From that reference, I would suspect it's a logging railroad line belonging to the Bloedel Donovan company. There's a photo of their Skykomish mill operation at [content.lib.washington.edu]

Bloedel Donovan Climax engines 6, 11 and 16 worked out of this mill. Here's a photo of one of their Heislers at Skykomish: [www.gearedsteam.com]
