Tesla has had issues with what to do when unexpected obstacles are in the roadway. Implementing a similar system for lead locomotives would have very similar challenges to overcome how to interpret objects.

Perhaps PTC has or will have a system built in allow dispatchers to insert an emergency or MOW location pin overlay into PTC for trackside issues. More likely block restrictions would just be issued as necessary with direct communication to head end about emergencies.
