Per Mike's post, legal abandonment wouldn't keep the r-o-w intact. Sounds like ownership of lands would transfer to original owners, whether that's federal govt or private parties.

Some railroad r-o-w's remind me of mining claims. The claim owner needs to keep the claim alive. If he abandons it, he loses it.
