The reason is because the city/county/other governmental jurisdiction is responsible for paying for the upgrade, not the railroad. Cities/counties/other governmental jurisdictions are notoriously cheap when it comes to doing things that help local residents. They want the railroad to pay for it, of course, but the railroad doesn't have to. It's not their problem.
