Probably for Fort Irwin, to the east northeast, and yes, there have been such movements before... There was a lot of this military traffic back in GWOT/iraqistan period out there.
So much for America's rail military "Stratnet" routes of my distant misspent youth,,, As apparently these fires can now can cut off and shut down rail traffic and electric power for the western half of the country...
Maybe, it is time to open up the CORP tunnels. I'd do it, make the Starlate a Shasta Daylight train San Jose to Portland, via Davis, and Medford.
These extreme and costly movements are an excellent example of the effects of abandonning/stripping alternative capacity/and secondary routes, on "flexibilty", "redundancy" and "reliability".
