Take I-80 east from say Omaha with a wide overweight heavy equipment load on a 8 axle lowboy to Gary, Indiana. 2/3rds of the way across Illinois the permits route you off I-80 onto residential streets just to get around a toll booth. So all east/ west traffic flowing thru Illinois have to pay a toll even though I-80 is not a toll road.
