Helpers, diesel or otherwise, on the rear of a passenger train is prohibited by many states. Push-pull operations are a different matter, and don't ask me why unless its because in push mode the E on the front of the train controls the locomotive directly from a cab car, which is not the case with helpers. Another reason the RRs want a diesel is for dynamic braking. Power braking is now a cardinal sin.
