Portugal is building a blended HSR in 2 phases. 300+ kmh new line connecting at the ends with the legacy lines. Phase 1 from Porto to Soure will reduce the trip from 3 hours to 2 hours. In environmental work with design/build to begin in 2023 and in service 2028.
Second phase from Soure to Carregado opens 2030 and will shorten the nonstop trains to 1:17. Carregado to Lisbon legacy line will be expanded to 4-tracks in the gaps where it is currently narrower. The line will be designed for future upgrade to standard gauge from Portugal's network wide gauge. For TGV and freight connectivity to the continent. In the short term the Porto-Vigo-Madrid and Lisbon-Badajoz-Madrid HSR upgrades will utilize gauge changers for through running. The Portugal side of both routes are to also be completed this decade. Lisbon-Badajoz will open within a couple of years, but it will not yet be full HSR and Lisbon-Madrid will be over 4 hours.
The next upgrade to Lisbon-Madrid that will get trips close to 3 hours is not yet certain. It will probably wait until the new 3rd bridge over the Tagus River is built.
This is Portugal, time estimates are often subject to delay. However Lisbon-Porto HSR is the high profile national pride project with priority.
