Huffman Claims SMART Can Block Coal Trains

In Tuesday's Eureka Times Standard story and today's Marin IJ story, Congressman Huffman is quoted as saying:

Sonoma-Marin Area Rail Transit could also block the company from bringing coal through the North Bay, Huffman said.

Is he correct?
