Steven, the rose decal on an Espee caboose denoted a rebuild @ the Roseville Car shops. The assignment to Roseville local was strictly a coincidence.
Regarding Espee caboose assignments, I recall that many cupola cabooses were downgraded from mainline use to locals in the late 1960's - early 1970's.
